**Disclaimer before i start: I know PBE is an experimental place, but i feel like this has to be said regardless. ** Before i even begin, i will compare the current stormraiders surge and Phase Rush

Stormraider's Surge: MS % Bonus: 40% 75% slow resist for anyone 10s CD Requirement: deal 30% max hp in 2.5 seconds

Phase Rush: MS % Bonus: 15% - 40% 75% slow resist for melee only 15s CD **Requirement: Land 3 unique attacks **

I can understand the goal here: make Phase Rush more appealing to more champions by making it a 3 hit proc, but keep in mind that Phase Rush is in the sorcery tree, it doesnt need a broad audience, atleast not one that is unfavorable for mages - the old audience was mostly fine and even melee bruisers such as Nasus, Darius, Garen and Mordekaiser were happy with the current SRS, but the new Phase Rush seems to be a nerf to nearly all of them,

There's also some other things that make Phase Rush worse than Stormraider's Surge

  1. Early in the game, 15% ms feels like absolutely nothing. - SRS is better for a lot of champions that run it, even in the early game as most SRS users do not have a hard time proc'ing it
  2. Syndra for example can proc SRS easily from level 4 onwards, and mordekaiser can proc current SRS at level 1 (whereas he needs level 2 to proc Phase Rush for a speed boost that is way less than SRS)
  3. Later in the game, it actually becomes harder to proc Phase Rush for a lot of champions (especially mages and melee immobile bruisers) than the current SRS. 30% hp isn't as much as you think it is whereas 3 unique attacks/spells may require someone to use their entire kit or just avoid the keystone all together (Garen)
  4. The slow resist removal for ranged champions is a huge nerf, and doesn't make much sense when once again, the keystone is in the sorcery tree, a tree that attracts a lot of ranged champions. It is fine for this keystone to attract more than just mages, because it should. But currently the keystone is made pretty unfavorable to them

I'm also questioning: to who is the 3hit change supposed to be appealing to?

To mages it got heavily nerfed so most of them will likely not be taking this keystone Meanwhile the bruisers that seek a movementspeed keystone are the immobile ones - the ones who didn't struggle proc'ing SRS that much (Garen, Morde, Nasus) yet they're also the ones who might struggle getting 3 attacks off post-laning pase as they're immobile and melee (Garen especially) And for tanks, there's more favorable tree's and keystones than Sorcery/Phase Rush
