they go into game take my lane and tell the enemy team to report me. i get reported and am forced to play 20 minutes of them all harassing me. if i rage ill get reported for verbal. thanks for the fun times riot

You were forced to play with them for 20 minutes, but you not hitting the mute button is fully your fault.
Inc post removal, this has nothing to do with gameplay, Move it to player behavior and moderation.
Don't let them get to you, if they're trolling and trying to get the enemy team to side with you, /muteall. Just go along with it, if they're in you lane stealing CS. Just carry on and CS like normal. If you get mad and try and run away from them, or fight back it's just going to be more fun for them.
To be fair Riot is on the verge of implementing the new champion select which should address this exact issue. As others have said you don't have to be harassed for 20 minutes, though. You can mute them at any time. And raging should result in punishment. Just because other people have acted unacceptably doesn't give you the right to make the game even worse for the other 2 innocent players on your team.
It's a bad situation, but muting anyone harassing you, reporting, and finding solace in the knowledge that champion selection is being revamped is your best course of action.
