Getting matched up with people you just reported

This is definitely not the 1st time this has happened so its even more irritating. A day or 2 ago i was paired up with someone who was 100% inting and admitted to it to lower his rank to play with a friend. I reported after we lost and when I got back into another game i immediately got paired back up with the same person. Support was useless in relaying this idea so i will try it here.

I understand that you cant put a system in place where if I report someone I never get paired up with them again, however there needs to be some type of safeguard in place so my idea is place a 10-15 minute time block on being paired up with someone on your team that you just reported the game before. when games take 30ish minutes to play I would prefer not to be paired up back to back with an inting player for an hour of my time let alone my LP loss for 2 games. I know i can back out of the lobby but still a little LP loss and a time ban occurs as a punishment to me for the system not recognizing that i clearly dont enjoy playing with this person. Again all im requesting is a 10-15 minute time block being put on so that i dont immediately see this person in the very next game
