A Surly Idea

Since it's quite obvious that patches prioritize pro-play, why not create separate patches for Diamond(?)+ and another for everyone else? Certainly with the opulence that Riot has acquired it could do such a thing for the betterment of its colossally large player base. Riot's patch policy is akin to an oligarchy; prioritize the elites while allowing the withering of the masses.
