Should we or should we not be allowed to refund runes for a faction of the price?

Hey everyone, I recently came across a dilemma, I bought a set of runes, and I replaced them recently, so I started thinking, what can I do with the old ones? And since the recycler isn't there anymore, I thought, why shouldn't we be allowed to refund runes, even for maybe 15-20% of the cost? I think it sounds logical. Now the refund mechanic of this wouldn't be related to the 3 refunds we get anyways, but you can refund runes infinitely for a small fraction of the price so as to not have a lot of runes doing nothing. That's really all I wanted to know, please leave comments and opinions below I would love to read them! :D
