Riot HQ is on the west coast of the USA. They schedule their events/releases by Pacific Time (currently UTC-8). It isn't even 10am on 17 Dec there right now.

It would be out in about 2-3 hours (general release time for PST)

Most skins come out at 4 est(around 10 cet)
