Bringing Back Solo-lane Tarics

I've had a fairly simple thought of how Taric could return to his good old days as a strong top lane pick. What if when Taric isn't bonded to someone (or they aren't in range) he gains bonuses to his spells? increased heal, armor, and lower stun charge up. He's still incentivized to bind to someone during team fights because it gives him more range on his spells and lets him cover more people with his ult, but Taric used to be a lot more than just a support, and he definitely should be again.
