As a seasoned player in the Pits of Hell (Also known as Bronze), I'd like to pitch a suggestion. If two players have already voted no in a surrender vote, and it is therefore impossible for the surrender vote to go through, then get that ugly thing off my screen! It blocks my field of view for no reason!

That's a terrible attitude. You can't say that one player is responsible for everything wrong in the game, because that's just mean and untrue. I could say that players with attitudes like the one you just demonstrated are part of the issues in League of Legends, but I could not say that you are the one problem.

If 2 people say no just immediately stop the vote cause it literally doesn't matter what the others say anyways.

It's not even ranked. There's no reason 2 people should be saying no if a game is objectively lost. Not saying EVERY game doesnt have comeback potential, but its way less likely in Solo norms exp.
I digress, remove the box after 2 No's. There is no reason not too.

Mostly because I actually vote based off other votes not my personal preference, I just vote yes/no based on what makes a pretty pattern because I don't want to fall into the habit of seeing surrender as a way out and on to the next game because I know people who just stop climbing because they play that way.
It does mean I can't vote if all 4 other players don't though.

Hardly I'm just stating what the actual issue would be if you removed that functionality. You're going in with the assumption that every team you play with is toxic and is using the surrender option as a means of trolling. I'm going into it with the thought process that it can actually be used correctly.
Bronze and Silver ELOs typically do have quite a few more trolls that use the surrender option as a means of annoying their team, but that doesn't mean all other players should be punished because of them.
Finally as a last note - you can actually drag the surrender box to places on your screen where it doesn't block your vision.

Left right top bottom doesnt matter, its blocking something. Thats besides the point tho which you totally missed I guess? If i go /ff and the box comes up, (me voting yes and 4 blanks) and 2 people click no (Now its 1 yes/2 no/2 blanks), then the other 2 votes mean nothing. They are useless and wasted because the vote already failed. If both of them hit yes it doesnt change the outcome and most obviously a no vote wont either.
Therefore if 2 people hit no, just get rid of the box. I have no clue why you are so insistent that a box telling you information you already know needs to stay on screen for 60 seconds? Legit confused at the logic there so I can only assume you misunderstood the premise.

Its the way you are wording your comments that makes it difficult to understand. Also on your first comment you said it would be a guaranteed surrender when the 2 people want to ff, thus i assumed that they were the only ones who were able to vote, otherwise that statement makes no sense as players can change their mind during a game.

If a player starts the vote and 2 guys are voting NO , than the next vote can be started ONLY by the two guys that voted "no". Of course, on the new vote, everyone will be free to vote again....and so on...
Basically in this way only the players that refused to surrender can start the vote again. There is no need that a player that voted yes wanna surrender again, it's obvious that he wants :)

It's a perfect system :) You will have wayyyyyyy less surrender votes during a game and everyone can anyway express his will without any limitation :))

Last time I lost a ranked game by a 4/1 surrender vote, our team was in 12/15 and the enemy team had taken 1 tower.
I don't think I won EVERY game where our team was 15/12, with 1 enemy tower down.

We won at the end because 2 players refused to surrender. I hate keep having to see that thing on my screen when i don't want to surrender.
