Why the EXP nerf is a huge problem for the jungle role

Some seasons ago, jungling was much harder. The management of ganks, counterjungling, and farming the own jungle was very hard too manage and took some skill and time. But now? You can permacamp lanes and get even more rewarded with this. This is just complete bullshit. It doesn't make any sense that a Lee, who farms his jungle well, who counterjungles, who does some ganks is 1-2 level under a jarven who ganks every 30seconds and is still overleveled
