@riot, Why tf is my LP gain going down when I'm pn a winning streak?

I was S3 last season and did my promos... Got iron 1 played, went on winning streak gaining 23 LP per win. Now that im B2 and trying tonget to silver again i'm gaining 18-19 while i lose 17-18!? Riot WTF EXPLAIN TO ME WHY?!?!?!?!?!???!!!?
