i was thinking about my blue essence a few minutes ago, and i was thinking about how little i play rengar and i wanted to refund him, but it says i didnt pay anything for him and that i cant refund him. if i remember correctly i had a shard for him and bought him that way, but im not sure

Refunds are for RP purchases (Real Money), Not Blue Essence.

Nvm : My uses for refunds, outdates the refund system itself.
