Ping Not Balanced

My Ping . Rocket up to 300 and the lowest maybe 170 Average is 190 and 200 I'm Live in Malaysia I know i can play at garena and get the lowest ping
( 17 ping ) but yeah , i'm play at na till level 30 and i don't want to lose my account here i'm not give up yet . even though i level 30 at garena but .... 1st : Suck Runes 2nd : Low IP ( Suck IP ) 3RD : No GS or RP sell at my place ! 4th : Limited + Toxic Player 5th : Noob Enemy ( Not Challenging at all ) please Riot Build Network Special For Malaysia , I love riot , love lol , love kennen :3
