OP I would suggest you do a few things to help mitigate your problem.

1. Make sure your League graphics are set to the lowest they can go.
2. Make sure your graphics card settings for League are as low as they can go.
3. Contact your internet provider and see if you are able to get a new modem/router. (anything more than 3 years old needs to be replaced asap)
4. Contact your internet provider and get better speed. Most companies recommend around 15Mb/s download for stable gaming. (more if you have many devices connected to the internet and online at the same time)
5. Get a better PC. It could be time for an upgrade. (after about 5 years PCs become obsolete. Gaming PCs have a slightly longer life span, somewhere between 5 and 10 years, after that you need a new one)
