Riot what the hell were you thinking. you see champions who are underperforming or underplayed and you turn them into these broken monsters with no outplay potential. I'll bet my next paycheck that In the next patch notes they'll say something along the lines of " whoops we didn't realize that he would have this much of an effect" or " well we realize we may have given this guy too much love" meanwhile i'll be here watching my team get 1v5'd by this abomination.... end rant
Swain is fine. He has always been this good. He just didnt see play before.
He had two problems that the mage rework fixed.
He had a really really hard time farming, now laser bird is semi AoE with a medium cooldown he can farm well suddenly and doesn't rely on using his auto attack or his engage ability which had a long cd (nevermove) or his ultimate which burns mana and is really important to him, just to waveclear.
He was surprisingly single target before, well that was the problem in a team fight he really couldn't contribute as much as other mages either he managed to wade through the enemy team and get to the backline or he didn't do much. Now with AoE laser bird he can zone and control multiple people in a fight. It feels much better to play.
What they did was suddenly give him much needed consistency, now he performs well all the time and not just when he gets fed. I am very happy with the rework, perhaps we will see some numbers nerfs but I still think it will be a net positive for him.
