Why does Kindred get to pick his target and garen doesnt get to pick his.... If kindred does that, he can just pick the easy champs to kill and get his stack... why riot doesnt make a fair play by making it random like garen's villain...

Kindred passive target does not allow them to deal true damage.
Kindred does have a random to it with jungle monsters.
They can't just stay on 1 champ the whole game. Once a champ get killed by Kindred passive, they can't be marked again for quite a while.
Kindred is not as tanky as Garen.

Kindred picks the target and says "I am hunting YOU down". Garen picks his target at who is the worst to his team (Killed the most players recently) it adds to his lore, kindred just brings death to people by her choice.

Quite simply different champions need different balancing, Garden needs it to be the way it is for him to keep him balanced.
Kindreds mark while true helps kindred it doesn't make them so op they can't be touched so being able to choose their target usually has very little affect.
