Not the best rule, actually. I've carried plenty of PVP games with strangers and I've died at least once (every game) on Beginner Bots.
Then again, I just might be cursed on Beginner Bots XD
The rule pertains to a mentality. You have to actively care to not want to die and feed in a game while staying objective focus to win. When you go into PvP, if you follow the meta, you may end up 1v1'ing a challenger elo player who's playing his main up Top. Other than understanding your champion, you have to understand there may be a skill gap in certain areas where one may take advantage of. If you die a lot 1v1'ing him, you set yourself behind and putting the enemy team ahead which can negatively affect your team. You may die a lot, but dieing is often times an intentional risk one takes in exchange for potential gains in game - out trading, poking, objective damage, following/helping an ally, chasing for a kill, gaining vision, minion gold for item/level powerspike, etc.
Being able to kill an enemy champion in PvP for my Gold ELO is about being able to understand what they want, how they may get what they want, and what you can do if they do that. That is only for 1v1 though. 2v2 on the other hand in bot lane, much more difficult during lane and post lane.
tl;dr: The rule means to learn to not feed.
