So after the armour reworks, it seems ad carries can finally make a more significant impact, and actually carry a game if they get the right kills and farm. So yay, tanks are now no longer immovable walls that take more punishment than baron, and exist to cc you literally to death. But with the armour changes the hope and success of the modifications was to make armour items more specific. For instance: item 3143 for stopping the adc from wrecking you when they finish their IE, item 3742 for when you want to run really, really quickly, item 3068 for wave clear and split pushing, item 3110 for when too many champs in LoL have on 3rd hit passives, and item 3075 for when having lots of armour still wasn't quite doing it for you. But all these items have one simply problem with them. They do nothing to stop a Varus arrow, or a Zed q, from hitting you in the face and doing a heck of a lot of damage, especially if they have armour penetration. All of these armour items traded base armour decreases for passives, but none of the passives work against spell casts from heavy ad bruisers or assassins. Thus the rise of the new zed, yas, riven and talon builds of boots item 1001 , Brutaliser item 3134 (or full Youmuu's item 3142 ) and Last Whisper item 3035 . These characters all do the majority of their damage from their spell casts, and are not affected by crit reduction, attack spd. reduction, basic attack reflection, or lack of mobility or escapes. Simply put, the ad spell casters (as I call them), have no armour item that can properly itemise against them, and with the new armour pen builds being rocked in solo que, the mid game is dominated by ad assassins and bruisers walking around doing close to true damage to their poor helpless opponents.

Tl dr; armour nerfs were necessary and in a good direction, but you need to do something to avoid these ad casters from becoming oppressive.
