His stats blow now, at least if you want to survive in fights, but his passive is still ridiculously strong because Riot refuses to take the free x2 crit chance out. He has a super low win rate because he went FotM pre-nerf, and as he actually requires some skill to use effectively and not just faceroll with Q and Shiv, his win rates dropped because people played him badly.
