@Meddler Why do you think Yasuo is too strong if he has less than 50% win rate in plat+?

I don't think a champion should be balanced around the low elo, if you look at Yasuo his play, win and ban rate go down the higher division you go.

It's not about him being strong or not, it's about him drawing so many bans. Same with Syndra once her winrate dropped so they reverted the dmg nerf they were going to give her. She was still drawing a ton of bans even with a lower winrate, so that indicated that there was a frustration/counterplay issue in her kit that needed more than number tweaks. Same with Yasuo. It's not good for a champ to be permabanned.

Win rate isn't the only factor. They also look at how warped a game becomes just for having that champion in it; at what point are you playing around Yasuo TOO much? Im not saying he's OP (he's not.) but that is a concern about Yasuo.

Riot balances around both. Otherwise assassins would never get nerfed. A lot of Assassins have always had subpar winrates in plat and above, but they get nerfed every year because of low elo QQ.

He doesn't have a below 50% win rate. Just check champion.gg and he is sitting at a 51% win rate.
