I remember seeing a Reddit post saying that in the new Season tier 3 runes would be on sale for 1 ip is their and validity to this statement or is it bullshit?

LostFr0st1 votesNo, the reddit post said the basic tier 3s would be permanently 1/2 price and that tier 1 would be removed and all tier 2 runes set to 1 ip.
