So I just went 30/5/12 on Lucian with 197 CS. I understand the CS is trash but what exactly do I need for an s/s+ ??

You needed more CS. You should average about 100 cs per 10 minutes. 10=100 20=200 30=300 35 min=350 cs

To add on to that, requirements for an S is playing above the average statistics for that champion in your elo. Checking your account, you're silver V. It's not really rare that a player will stomp a lane and carry, meaning other players in your elo have done the same thing you just did if not better, so you're stuck with an A+. Simply because while you performed impressively, other players in your elo have performed even better than you have.
