On Kha Zix W changes.

So, I find that very often I level and evolve W last. I took a note from the korean players. The W is obviously the weakest ability here as it only provides sustain and in an assasin this isn't really what you are looking for. So, here is how I have learned to play him effectively.

Evolve** E **at level 6, Q at level 11 and W at 16. Here is why I do it this way. You're an assassin you need your escape. You are going to jump in burst someone down and when you receive your kill or assist you need to bail. This helps you Dive, take on multiple enemies and the bonus range on the jump is good for catching people out of place and saving your hide.

Obviously your Q is your biggest damage source so we evolve this next and your W last because truthfully you don't even need it to jungle sustain after you finish spirit of the elder lizard. Late game your** W** serves as wave clear and helps you seige/poke for taking turrets and harass before team fights.

You max your abilities in this order. R Q W E. Q still does most damage, W still gives you sustain and a slow, and your R is obviously only because of your evolutions and your** E** does decent damage but you don't really want to give up the utility of your W.

There was no reason to change Kha'zix because he already does exactly what you want him to. High Priority assassin, does a ton of damage, and is amazing at 1v1ing everyone except early game lee sin/gangplank.

I'm not too sure what you're trying to address with your post. To me it sounds more like you're upset with the nerf, so I am going to address it that way. If I'm wrong, correct me and I'll reply differently.

My understanding of the W evolve use in competitive play is that it allows your team to catch up. People started doing the E max in the beginning because of the reasons you stated before, but then started doing the W because it allowed their teammates to catch up to the target to help finish them off. It also provides great sustain in the jungle and offers a lot of poke power for sieges and waveclear. It is just too good atm which is why it had to be hit with the damage nerf. I think their goal with this nerf is to try and make people try alternatives like maxing Q being better then W. While it is true it affects the way you play negatively as you don't abuse its power, for those who do this is a way to help mitigate that power.
