Veigar needs like 800+ ap to function right and top lane tank is leaving him vulnerable until very very late game. Build him with AP bruiser items like item 3152 item 3030 item 3027 item 3116 if u wanna go tanky

I play veigar top. He can still play viable but it depends who you are against top. Still need to build AP to make him useful in the game also. Don't recomend it. He is better kept to mid or even a support sometimes.
