Did velkoz really need a semi-nerf?

riot took a champ that is already not used that much because he is weak in comparisson to other mages and nerfed him. what sense does that make? i main vel, so you could say im biased, but the stats dont lie. players dont use him much because hes weak, and now hes weaker. nerfed his wave clear. added the mana boost to Q, which is cool, but doesnt really add that much lane sustain to him since you clear with W normally and reserve Q for poking other champ. made R true damage which is good, but seeing as how it only really does damage if you hit them with the entire 3 seconds of it while you are completely immobilized. and yet that true damage is only if you hit deconstruct first and it adds no stacks to deconstuct either? wow, i mean i guess its OK from my perspective because he will never get banned, and no one else will ever pick him before me.
