Can spellblade hurt a little less?

With and it's passive spellblade I was thinking because of its really low cooldown between procs and champions such as irelia, vicktor, camille etc... being able to consecutively proc it on certain abilities...

Would a change such that a cooldown on the spellblade proc is per ability so that the same ability cannot proc it again and again for a small time period? Or another ability could reset the "proc block on other abilities"... (Perhaps increasing the spellblade cooldown would be a good idea but it seems like it would have a larger impact on a wider variety of champions.)

Would this be completely impractical as it would affect a lot of other champions or make it a useless item with the suggestion?
