Hecarim and his problems @Riot @AnyoneWhoCares

So I'm copying my post from PBE forums and EUW, and placing it here, because we all know Riot literally doesn't give a fuck what players on either of those boards think in terms of gameplay balance, as shown in the fact that no rioters every reply on the PBE forums in terms of gameplay balance and on EUW the only replies in the Champion and gameplay boards are about people wishing Ziggs his birthday or being unable to play Jhin. So here is literally the only place I'll get a chance of a reply. Enough intro, here's the word for word post from the PBE forums

Firstly, I'm going to outline the fault of the PBE, and it's something the players on PBE get bashed for. When Ryze first got reworked, and he was found to be broken, guess who was blamed for him being broken, the players on the PBE. 'How did this shit get through PBE?' and claims that this is just a showcase for new skins. At this point, that's all we are for riot, check if their skins look good, because champion balance is never looked at by rioters. If you look back at the Red tracker, you see the last time, apart from one post about Jhin, any rioter replied to a champion balance question was 21 days ago. The point of a public beta environment is that you listen to what the Beta playtesters think. Any skin related things can be done internally. To be honest, riot could get rid of the PBE, and just look at skins themselves and everything would be fine. Riot do not care about what we have to say in terms of balance one bit, once a decision is made, it is made, and they won't undo it even after backlash. (Sej and Cinderhulk) And in many cases go against thier own design philosophy to make these decisions (Swain and DFT, Hecarim and just about every other change)

So now for the meat and potatoes of my post. Hecarim

The word oppressive is used very liberally for a champion at the time that had a winrate of 50~% in both top and jungle Hecarim is a lane BULLY against melee champions, that means it should be an uphill struggle for melees against him, just like it is against something like a teemo, or Jayce or any ranged Top laner. He should have an easier time in lane because that's what he does, and what made it worse was the fact that minion block was, and still is completely fucked. Hell, they even acknowledge that minon block is fucked, in the patch note.

'Same unit collision as everyone else.' Apart from Fizz and kassadin, and Janna most of the time. But riot would never take that away from Fizz or Kassadin, because that defines who they are right? Kassadin floats so that makes sense, but Kayle floats and she still follows unit collison. What about Fizz then, well he's a fish, so they just phase through other things when they get near? Hecarim's passive is called Warpath 'angry and ready or eager for confrontation.' And unstoppable force of anger and rage, that sure seems like something that would push aside anything that got in its way. But who am I kidding? Its not like that defines the champion or anything, but it does, since its been in the game since hecarim has. V1.0.0.138: Added Warpath (Innate) Hecarim ignores unit collision and gains attack damage equal to a percentage of his bonus movement speed.

'Struggling' has already been addressed, he was in a good spot, with an average winrate, filling a melee lane bully role.

And then we get to the actual changes. His base health is dropped by 19, and his health growth falls by 5, leading to a total drop in health at lvl 18 of 109. A lane bully, with very little heath, with low range spells and almost no ability to get in range to use them? How can this be bad? oh wait, he's got 48% winrate top, (45% before the bugfix) and a 46% winrate jungle (44% before the bugfix). Sounds like he's pretty weak.

Now in the past Riot has double nerfed champions, as stated above, sej and cinderhulk, but hecarim is on a different level, lets go through all of the things that made him strong and how they were change. summoner 12 channel time is now longer, and doesn't get a lower cooldown when you TP to a tower, severely reducing the power of his TP, homeguard ganks, speaking of homeguards item 1323 Homeguards got completely removed, now he can't TP gank effectively until 20 minutes have passed, and by then, his lack of ability to do much has meant he's too weak to even TP gank. Also, new homeguard is WORSE than old homeguard. item 3078 Trinity force was nerfed, it costs more, it's got less movement speed, no AP ratio for his AOE heal, less AD. The single best item on him is now worse, man that might make him worse, but the list goes on. Minion block gets a whole lot worse, I don't need to tell you this, we've all experienced getting caught in between minions and just dying because of it. item 3142 Ghostblade's cost jumps up 500 gold, making it harder to afford. item 3742 Deadman's plate is nerfed, not once, but twice. and as of the newest patch, it'll be a third nerf for a very good item on Hecarim item 2043 Wards, you can't buy green wards anymore, and blue wards are super popular, and you can't TP to those. Hecarim Hecarim, his base mana and mana growth were nerfed back on 5.23, don't you remember?

So thats a nonuple (I looked that up) nerf, the combined force of 9 nerfs, all within the space of a few patches literally destroyed the champion.

So how do you fix this? You do what you should have done the moment his winrate ate shit, give things back to him, patch by patch until he's good again, and you start by giving back what you took most recently, his passive. Because you need to understand how useless of a passive Warpath currently is, compared to other champions. 'INNATE: Hecarim gains 15% - 30% (based on level) of his bonus movement speed as bonus attack damage.'

At this point I can go on and on, but I wrote more than enough to warrant a reply from a rioter or the state of hecarim, because Feral pony ignores my questions to him on ask.fm anyway. So I'm done, tell me what you think, give suggestions on how to fix hecarim, and maybe a rioter might give a shit what players in their PBE think for once.

Another problem that indirectly destroy hecarim is the other junglers available in this meta that will outshine him in every way.

-Vi -Rammus -Shyvana -Poppy -Grave -ect

All of these junglers can clear jungler with better sustain than hecarim (mostly mana) meaning they have more time ganking rather than going back to fountain.

Since they have better sustain, if you run into them in the jungle, they will destroy you.

Hecarim's identity has always been a mobile ganker but his mobility is really mediocre when his E is down. A 24 second cd at lv 1 is ridiculous plus the passive nerf you mentioned really cripples hecarim's option whether to commit to ganks or use tons of mana to clear camps.
