Riot, Its time to give us an answer about custom skins

This has gone way too far. I've seen so many discussions about custom skins that I am about to get a headache. What really happened? The Terms of Use say that we cannot use any mod, hack, cheat etc. or any other program that affects the game. Rioters do not really like custom skins since we avoid to use RP.

But EVERYONE is saying that custom skins are allowed since they do not give any advantage.

So the Terms of Use say that custom skins are not allowed but on the other hand the players are saying that they are allowed.

Will Riot ban us for using them? (yes I am using custom skins)'

We need an answer!

If you have purchased the skin and you modify it for your own pleasure, that is allowed since you are not accessing merchandise you have not paid for.

I live in Greece and paysafecards have been banned for like 1 year now. I can't pay with paypal or anything else since I am 15. The game needs to be a bit funnier so I take the risk. (I dont say that I want to get banned)
