why no more team build at all

I don't relay understand everything that's going on so please someone tell me why the hell in EU:NE there is only blind pick and the old draft pick left only rank as the new thing they add ... i relay had ones of the best times of playing league when the new draft was for normal's as well but now they took it away and they didn't give team builder back ;-;....... so... if someone can tell me whats going on and if this append to other reigns as well....... thanks in advance i relay want to understand whats going on..... :( (sorry if my English is relay bad )
