Questions about New Honor System?

Hi I have a few questions I haven't seen clearly answered yet about the New Honor System being implemented and would appreciate it if someone from Riot or PBE who knows more about it could answer them.

1.) Does everyone start at level 2? Does this include people who are in their "reformation stage" ex: they don't have bans nor chat restrictions but can't earn loot.

2.) Do honor ranks go up over time if someone plays decently but doesn't receive as many honors? ex: someone who has played over 100+ games but only received like 7 honors from them but NO reports. Do they still have a chance from going from honor rank 2 to eventually honor rank 5?

3.) How does honor go down? Is getting reported then punished the only way?
