Top ADCs and/or best?!?

My favorite champion is , but I will never play him for that he is extremely situational and doesn't do much damage compared to other adcs. Anyway, for the last few seasons, I've played . The highest I was in ranked was Gold 1, so I'm looking for input from skilled and knowledgeable players that will help me make "better decisions" in champion select. So, who do you believe to be the top adcs and/or the best one? Also, do you think is viable, and do you think can be chosen more often than less if she's played well?

In this meta, I believe that mobile ADCs are stronger than their counterparts. That said, I think that the top ADCs are(In no particular order): Graves (Huge burst, oppressive laning phase, great AoE damage, doesnt fall off.) Jinx (Amazing damage, great steroid, good range, a great late game. A great pick if you know you can rely on your team for peel, or the enemy team cant get to you, as Jinx suffers from lack of mobility) Kalista (Great kiting potential, ult can be used to engage, mobile wards,good mobility, a little lackluster in the laning phase, but scales incredibly well. Generally better in higher Elo, a little bit like Azir, where her passive can be used to the highest potential, and your support can work together with you.) Caitlyn (Good damage, arguably one of the best early games, oppressive range, has a little bit of a weak point during mid game, but doesn't scale too badly into late game.) Sivir (Amazing early game, great steroid, spell shield counters most Meta supports, good AoE damage, best waveclear out of an ADC, ult is great for engaging.)
