I believe that's what they did with the visual update to Sunfire Cape.

range indicator only if ur mouse is over the item.

and a toggle on the item as well.

when i play evelynn i never buy sunfirecape because it ruins her stealth in the jungle (dam u wolvessss) and i cant go into enemy base or try to flink because it hits minions. so if u put a toggle it can finally be viable on evelynn.

They had a range indicator sometime ago when it was an actual cape of fire.

The range of sunfire cape is exactly how the animation looks, yes it is very tiny.
