@PBErs: Does Garen's "Villain" mark get removed after killing them?

Been wondering about that after reading the PBP notes, but unfortunately I do not have a PBE account to post there? After a Villain is selected, does it remain a Villain even after he/she dies?

For example, if the enemy top lane were to get a kill, would Garen be able to deal the 1% true damage Bonus against them, get a kill back, and then be able to do so again right after the enemy comes back, for as long as there is no other kill in the game? Or does the villain mark dissapear after kill, leaving him as a purposeless sub-par champion until you or your allies die again?

One way or the other, this mechanic just feels bad. Not Mordekaiser W's bad, though.
