Seeing as a couple patches ago that passive from both items - Statikk Shiv and Rapidfire Cannon - will only proc the stronger of the two and in some situations you'd wanna toggle between the items for free. Why not give those items the same treatment as Ravenous and Titanic Hydra?

because the ravenous and the titanic hydra are two completely different items that the only thing they are similar in is waveclear. however. the two items you talk about are nearly identical.

They do allow you to switch between hydra and titanic for free...
