if u want to make supports stronger

HAVE YOU MET SUPPORT ZYRA? I can poke my opponents out of the lane with just a . Sometimes being able to stay in the lane until lvl 6. NOW IMAGINE IF I HAD AND FROM LVL ONE. WITH THESE ITEMS I CAN TAKE ON A RIVEN 1V1 OR HOLD OFF MY ENEMIES 1V3 EVEN IF THEY ARE FED. MY LVL 1-3(lvls 4,5,6,7,8,9,10 would not be much better) PREY WOULD HAVE NO CHANCE!

In what world did you think this would be a good idea. This would allow SORAKA to kill you quickly. This would make Katrina "support" mandatory for lvl 3 insta death for any lane she is in.

There is no way for you to balance this without making them cannon fodder late game, or op early/mid/late game.

This is the funniest thing I have read in a while.

Each Q deals 364 damage.
W deals 394 damage. Q deals 663 damage. 1 hit and you're dead.

(For reference on damage has 512 HP at level 1.)
