I just got done playing a game where my whole team is under level 15 and the other team had 2 players that had level 30 accounts...If i am wrong is that cheating? makes the game very unbalanced... I reported them under CHEATING and i hope riot does something about this! not fun playing vs someone level 30 with 1999 wins

I don't think Riot had any intention of making matchmaking perfect. And it would certainly seem imperfect when the rating is based on a hidden number, an not your rank or level.
but that aside, you really don't learn much if their isn't any variation in skill. You actually have a more diverse experience playing with, and against people of all skill levels.
