What is wrong with honor system?

Hi, can somebody please explain me why i can not get lvl 3 honor? I played probably 150 games, i got honored so much, every couple games i get 3 or 4 honors, i was at least 30 times most honorable player, and i am still lvl 2 honor.. what is wrong riot?

Correct me if I'm wrong, but..

Being Reported (especially confirmed reports) decreases honor
Getting a chat mute decreases honor
Leaving games (and throwing queues during champ select?) decreases honor Not only that, but it takes a while to go up in honor. Don't worry, you're not missing out on much by being low honor. Sadly, the honor system only gives you infinite keys and hero capsules [slayer-jinx-unamused]
