New ranked flaws

If I have to dodge another ranked game because someone can't play a role they queued up for I'm going to uninstall. I'm queued up for support/mid. I get into lobby and hover my champion. Someone else hovers alistar queued for bot. We attempt to get him to respond to us and he doesn't. Then, someone he is duo queued with goes "oh he only plays support, someone else will have to adc." Only, they wait until it's too late for anyone else to pick adc to tell us. There needs to be an option for people to only queue with one role if they can't play anything else, or an option to report the people who queue and then want to play a different role just because they "Can't" play what they got set up for. I shouldn't be punished for doing what I'm supposed to be doing.
