Movement speed issues

I have played LOL since the day it was open to the public. I have put close to 500 into the game so i know riot makes money off this game. what i do not understand is why the movement speed is still screwed up in the game. if i am a pantheon with 380 mvmnt speed a ryze with 370 should not be able to run me down and hit me. what is the point of boots if they make no difference in almost all of my games. unless i am 60 points faster than my enemy they always seem to catch me. is anyone else noticing this? all my friends see it and rage about it too.

Ryze has a movement buff on his ult. So if it was active he gains 80 movement. So he's going to catch you.

unless both of you are going in a perfectly straight line

they do have a chance to catch up to you, due to MINOR waypoint errors that leads you off the most optimal direction away from your pursuer this can happen to ryze too, but if he doesnt, he can catch up

curved lines are longer than straight line
