Blind Pick ever going to have the ability to choose your roles?

As a brand new player to the game and trying to get to lv30, I find that blind pick is a much more friendly place to learn the game of League of Legends. The only time I have had any issues with blind pick is people fighting over roles. My question is, will Blind Pick ever have the same queue as Normal and Ranked games have? That way all the champs will still be open and people can learn the game without counter picking and role fighting.

I tried to find an answer to this question but everything leaves out blind pick. I understand because its not as popular as normal draft and ranked of course but there are still many low lv players who play this mode.
