Illaoi in draft is unbannable? Other opinions as well.

I am new to LoL as of October, and am unsure as to whether this is intentional to give people who prefer Draft the chance to play the new champ, or if this is some terrifying mistake? I could not find her by typing her name and was searching her alphabetically and also could not ban. It occured to me it may be because she was not owned by anyone, but low and behold, first pick? Illaoi.

Anyhow, she also seems to have an extremely long duration for when you become a vessel until the end of being a vessel. It seemed to be something like 15-20 seconds, which if you have seen how much damage those tentacles do and how often they spawn on you, is a little ridiculous.
