Matchmaking broken for low players?

I have some questions about how matchmaking works for low levels... everytime i play with my bro we get DESTROYED. And after every game my brother looses more and more hope of him getting better. He's learning slowly and getting there, theres no reason to match him up with players that are more advanced than him just because i want to have fun and play a game or 2 with him. It destroys him everytime we loose, he literaly uninstalled because he got so wrecked it's not even funny. Im lvl 30 and my bro just reached lvl 21, and he's coming up against lvl 30's with full runes and masteries. Now tell me who is more likely to win, someone who is lvl 22 with no runes and barely getting masteries or someone who is lvl 30 and has reached full potential. The answer should be simple... and i checked the players we come up against and theyre all 30+ with experience. It's really not fair for my bro and the others out there, you're making them loose hope of them becoming "good" at the game. Its really not fun watching my friends/bro get owned and then having them feel guilty over it, it makes people NOT want to play the game, and that's really bad. Isn't one of the first goals of Riot to make League Of Legends a good experience for everyone?
