Ranked Matchmaking

I understand that league of legends wants to bring new players to the rift but while those new players keep on playing they level up. At lvl 30 your able to play ranked. I may not be a super high level but i have been playing this game for a while and I'd like to say that I know what I am doing. My duo partner and I started a ranked game and where p-laced with a lvl 31 that didnt know how to use the Champion (Twisted Fate) and also admitted to being new. He ended up going 0/10 and didnt contribute to the team at all just ran it down mid. My partner checked his stats and saw that he was lvl 31 and unranked. Riot needs to put those kind of players that are doing their placement matches into a seperate queue or else it just completely ruins the ranekd match. We lost our match and there was nothing we could do afterwards since the player was new. Let me know your thoughts or any of your unpleasent ranked experiences with players that are not ware of what they are doing. Thank you and good luck out t here on Summoners Rift.
