Make Aftershock Usable for Every Champion

Hello, Aftershock is a very good rune, especially back then when, when you were gonna engage, you would die in the animation or at arrival because of the scumbag poke enemy team's crazy damage. It helped for a diversity in the meta and you can choose when to get the armor/magic resist it gives for a short duration since it procs off a hard CC. Sylas is a good exemple of that.

However, explain me why all the champions without hard CC should be unable to use Aftershock?? Does it make any sense? (of course it doesn't). This game is as badly designed as the skins are beautiful, and I think it would only be justice to allow every hard CC-less champion to use Aftershock with the major rune proccing when your 3 basic abilities are on cooldown (for instance).
