Reporting A Player

can someone explain to me how does reporting a player after a game really works, because to me it has no effect on the player and he/she comes back in the next game and does the same thing and laugh..............they feed, they troll and they never help in team fights. I think there should be harsher punishments for things like that and a response to the ticket that u have submitted.
