She's purely auto based. And a low auto range at that. She is a ticking time bomb in that you have a certain time limit until you are dead, but she has to be close to do so. She's bad vs range. However, this does not mean "Oh I played viktor and she still killed me." Well yes, champions are designed to be able to perform in any situation, but it's her weakness as opposed to running at her melee.
Vayne is weak compared to last season.
