PH451 votesIn 9.3 Essence Reaver will be changed, and he will have to substitute for Spear of Shojin if he wants the Essence Flare passive, but it won't refund him any mana back so that will cut his power a bit.
There are far bigger issues than Jax in league, and Essence Reaver is the main issue that made Jax and some other bruisers into monsters in the first place.

PH451 votesThey are planning on removing Conqueror and creating a FoB style rune again, I'm just wondering how hard it will be to deal with tanks again if Conqueror gets removed but guess we just wait and see.
