Will there ever be a time that all s-s+ ranks be reset so that we can earn some chests again on those characters at any point in time? Or will they continue being the same?

The limit is one chest per champ per season. They may not necessarily reset the highest grade received, but everyone will lose their chest border and be eligible to earn another chest next season.
