Skill levels in matchmaking

I'm starting to get fed up with the difference in skill levels between players on each team. Usually when I lose its because there is some level 4 or something on my team feeding it up and not contributing at all. Other times I look at the enemy team and there are multiple level 30s whom dominate their laning opponent on my team. I'm starting to give up on this game. Why am I always against higher leveled people and get a lot of noobs or idiots on my team. It would be different if the games are close and everyone gave it their best shot but this is never the case. Why can't I be with teamates of equal skill level to myself. One more bad game and I'm quitting.
