When you're playing as Nidalee, you can stack tear with her cougar form abilities. I mean, isn't it meant to stack tear with mana cost abilities?

Tear specifically stats that it stacks with both ability usage and mana expenditure. This is so champion with mana cost over time and champions with non-mana abilities can effectively stack it.

Not every champions has the luxury of spammable abilities that also use mana like Ryze and Karthus.

Nidalee is amongst the best champion to stack the tear in term of efficiency. She has a manaless, spammable cougar form (which is the whole set of Nidalee). You could stack a tear with any type of champions, like Riven, Garen or Gnar... they would stack it... but would not gain the mana. It stacks with ability activation (with some limites with stance change for Elise, Nidalee and Jayce). item 1026
