New Zilean Passive

The new Zilean passive is a unique passive that allows him to level his allies as well as himself. After playing a few games with him i always wondered what use is his ult when everyone is level 18. This is where i suggest the idea of allowing him to over level champs kinda like how you were able to in URF mode. IDK if anyone has suggested this before, but i do think it is something worth thinking about.

A lot of champs have passives that are useless at level 18, I don't see the problem here.

that is true, but they could make somethig unique happen with his kit by doing this. If they can allow morde to get a dragon as his passive/ult i don't it would be a problem to let someone get lvl19. Then again, you would have to wait for enough exp to lvl them since they are no longer gaining it at lvl 18.
